I have a friend after was restoring his iphone to ios 11 and he can't activate his iphone.
Always get the error 0xE800013 iphone couldn't be activated try again later.
The same when i try to activate it on wifi.
tried other PCs and other cable.
What is this error and how to resolve this problem ???

Secondly, This problem appears when he tries to update his iPhone 5s from ios 10.3.3 to ios 11. The process goes ok but at the last step when the iPhone shows the Hello screen when it supposed to be activated this error message appears. This means there is no problem with Windows or iTunes or drivers. He tried another computer but he gets the same error message.
When he tried to contact Apple they asked him to provide his IMEI
and when he did that he got this message
Apple recommends these steps for 0xE errors.
Then you need to contact Apple support. They can be reached at 1800MYAPPLE

The only solution for now was getting back to ios 10.3.3 and after apple disabled this ios now it's not safe to try because if this error occurred again he won't be able to get back to 10.3.3 again
Guess the device was not meant to be available in the market. If he has got the invoice, he can produce it at the Apple Store and resolve it.
