I'm very surprised, shocked even, that your response was stickered by Apple. But maybe I shouldn't be, since Apple is also becoming very unhelpful and clueless when it comes solving problems
The "Other Files" are the iOS system files. I guess the iOS has a bug that doesn't delete the previous versions files and it keeps "hoarding" it on the phone memory. What I would advise you to do is back up to iCloud and then erase all content and settings to factory settings. Then you set it as a "new iPhone" and after all done, you go to settings and check the space. The system files (Other Files) are likely to be reduced to somewhere around 5 Gb. Then you reset to factory settings again and restore your backup.
It worked for me. My "Other Files" was reduced in size from 15.2 Gb to 6.2 Gb..
Same issue, IOS 11.2.6. When I clean up stuff, System just keeps growing and soon enough I get the "Your Iphone is full" messages again.
I have 2 identical iPhone 6s’s each on the latest iOS, my main one’s “other” ranges from 6 to 7 gigs of storage. My other 6s the “other usually stays around 5.3 to 6.2

Same. The system was using 30’of the 32 gb on my phone. I erased and restored and voila it was only using 7 gb … when i went to bed last night! This morning … it is back to 22 gb!!! What the …?
Um, yes it is. It takes up an insane mount of storage. For me it’s like they said here is a 16GB phone, oh but you can’t use 8 of it. That makes no sense.
Honestly, this is NOT solution for most users.
I do not have spare time to setup new phone....
