I did completely reset the iPad and it's still taking huge amounts of GB, just because drugs are acceptable it doesn't mean it wont hurt your brain Apple! Seriously, there have been lots of complaints. I did what you recommended and it was a joke and waste of time.
The "Other Files" are the iOS system files. I guess the iOS has a bug that doesn't delete the previous versions files and it keeps "hoarding" it on the phone memory. What I would advise you to do is back up to iCloud and then erase all content and settings to factory settings. Then you set it as a "new iPhone" and after all done, you go to settings and check the space. The system files (Other Files) are likely to be reduced to somewhere around 5 Gb. Then you reset to factory settings again and restore your backup.
It worked for me. My "Other Files" was reduced in size from 15.2 Gb to 6.2 Gb..
No, ios 11 doesn't take up much space at all, the other data is taking up the space...

Different iPhone models have different system sizes. The iPhones 6s and 7, although they are quite similar in hardware, have details that make iOS have different sizes between them.
Back up and restore did nothing in my case.....grrrrrrrrrrrr

When you say "I did that" you mean the restore from backup?
I have a 64GB iPhone 6S Plus and it is showing 11.19GB in system storage.

ya, because even after I restore and Erase all my Content and Settings my system storage hasn't changed, it only got bigger.
