Bluetooth keyboard won't connect in OSX and Windows both

I'm having a couple issues with windows.

My bluetooth Setup:

1 Magic Trackpad

1 apple keyboard (Originally USA english version) with the original layout

1 apple keyboard (Originally USA english version) with DVORAK layout (keys changed only)

Bose QuietControl 30 noise canceling headphones

Once I open the bluetooth panel of windows the audio to the headphones is very poor. There is a lot of crackling and it seems like there is a link with the discovery mode of the computer and the crackling because If I close the menu and restart the headphones that disappears.

Now to my more primary concern.

I've noticed that I can't have both keyboards Paired to both OSX and windows and this is really important for me since my family is using 2 different keyboards to interface with this computer.

I followed all of the directions within this directory in particular with regard to eliminating interference and even went so far as to use a spectrum analyzer to monitor any local sources. (they're all negligible at best.)

I've determined that pairing order within the operating systems and as the keyboard are related doesn't seem to matter.

Lastly, when I originally encountered the problem I was receiving an error code from windows:

This device cannot start. (Code 10)

It's kind of a rediculous proposition, so I decided to test that as well.

typing on 2 keyboards at the same time is possible in OSx.

It's also possible on my other computer running windows 7.

it is not possible to do on this 2017 iMac when running windows 10.

I'd just like to be able to use whichever keyboard is chosen and turned on by the user in this case. However it seems with this computer and windows 10 it's only possible to have 1 connected and working. While in OSx I can literally type at the same time on 2 keyboards with no issues.

The address Range conflict error has yet to reappear. I suspect it's the real cause of the issue. I'm still having difficulty connecting a second keyboard regardless.

No issue when I connect in OSx though.

I tried to reinstall the windows support software it didn't actually change anything from what I can tell.

I checked and both keyboards have different mac addresses so that's probably not the issue either.

BT collaboration on the Broadcom 802.11AC Network Adaptor was set to "auto" I changed it to enable.

The second keyboard is still disconnected after a reboot following that change. I will have to go through the process to try and reconnect it again on both OSx and windows and see if that changed anything.

Power Management is set to high performance. When I look into the advanced settings I see.

Wireless Adapter Settings --> Power Saving Mode --> Plugged in: Maximum Performance On Battery: Maximum Power Saving.

Given that I have an 27 iMAC I'm assuming it's always following the Plugged in mode.

The same thing happens usually when I log back into OSx. However, if I plug in the keyboard for about 10s it's resolved. Plugging in the keyboard in windows doesn't resolve the issue though.

The full device manager error code is as follows:

"This device cannot start. (Code 10)

{Conflicting Address Range}

The specified address range conflicts with the address space."
