Bluetooth keyboard won't connect in OSX and Windows both

I'm having a couple issues with windows.


My bluetooth Setup:

1 Magic Trackpad

1 apple keyboard (Originally USA english version) with the original layout

1 apple keyboard (Originally USA english version) with DVORAK layout (keys changed only)

Bose QuietControl 30 noise canceling headphones


Once I open the bluetooth panel of windows the audio to the headphones is very poor. There is a lot of crackling and it seems like there is a link with the discovery mode of the computer and the crackling because If I close the menu and restart the headphones that disappears.


Now to my more primary concern.

I've noticed that I can't have both keyboards Paired to both OSX and windows and this is really important for me since my family is using 2 different keyboards to interface with this computer.


I followed all of the directions within this directory in particular with regard to eliminating interference and even went so far as to use a spectrum analyzer to monitor any local sources. (they're all negligible at best.)

I've determined that pairing order within the operating systems and as the keyboard are related doesn't seem to matter.

Lastly, when I originally encountered the problem I was receiving an error code from windows:

This device cannot start. (Code 10)


Windows 10 Magic mouse + Keyboard disconnects randomly

iMac with Retina 5K display, Windows 10, Imac 2017 with max specs
