How to disable live photo permanently?

Is there any way to permanently disable Live Photos? Because I don't like Live Photos

Turn Settings > Camera > Preserve Settings > Live Photo on. Then when you turn Live Photo off in the camera app it will stay off (i.e., the Off setting will be preserved).

This setting work momentarily. As soon as you snap a pic within iMessage the Live Photo resets to original setting wich is ON.

Is there a permanent fix to keep Live Photo off?

This should be the way to do it and it stay off for good, but sadly for myself and a lot of others, it keeps coming back on.
