Yah I had the same problem for a long time now but I just fixed it, my problem was I original downloaded game pigeon with another account so when I tried to re download it with a new account it wouldn’t work, I had to use that old account to get it. Hope this helps!

You cannot download anything from the apps store without a payment method Credit card or an iTunes gift card.
