Contacts does not allow me to edit Smart Groups.

When I click on a Smart Group name > Edit> Edit Smart Group, the edit dialogue box is blank, showing no criteria at all.

I think you misread the support article. Smart groups can most certainly be deleted.

Editing the criteria seems to be a problem with macOS 10.13 and 10.13.1 - I too get a blank criteria pane, but I've discovered it is a rendering issue. A way to recreate the problem and a work around to fix it is:

1. Edit -> Edit Smart Group

2a. If the criteria is displayed, you're fine, but to reproduce the problem, resize the pane to be as quite tall. Click Cancel.

2b. If the criteria is not displayed, resize the pane to be as short as possible. Click Cancel.

3. Edit -> Edit Smart Group

4a. If the criteria was displayed in step 2, it should no longer be displayed. Resize the pane to be as short as possible. Click Cancel.

4b. If the criteria was not displayed in step 2, it should now be displayed. Do not resize the pane. Click Cancel.

5. Edit -> Edit Smart Group

6. The criteria should be displayed. Do what ever edits you want and click Okay.

Opened address book via spotlight .

Right click on smart group > edit smart group.

User uploaded file

A pop window appears , can add more criteria by clicking on plus sign and can delete them by ,clicking on minus sign .And if you click on ok the data is saved .

But if you click on smart group take cursor on top menu bar > edit > click on delete group .

A window appears .

Are you sure you want to delete smart group - if you click on "delete " the smart group will not delete , you can add more of smart groups but can't delete them .

The article is saying -

Delete a group: Select a group in the sidebar, then press the Delete key.

If a group is used in a Smart Group (by including a condition that uses “Card is member of” or “Card is not member of”), you can’t delete the group until you change the condition or delete the Smart Group.

You can only delete inside contents of smart group by pressing delete key on the keyboard but you can't delete whole folder smart group , in the screen shot you can see three smart group folders are created .

Sorry tygb, I have no trouble deleting smart groups. I get the same pop-up you get, but the group is indeed deleted. I noticed that all your smart groups are named "smart group." Perhaps that is confusing the process and giving them unique names might help figure out what is going wrong. The other issue could be that one of your smart groups has a criteria of either “Card is member of” or “Card is not member of”. If so, the group with the member of criteria must be changed to no longer depend on the other smart group. See Delete contacts or groups - Apple Support.

I'm very happy this worked for you - it makes the time I spent trying to figure out what was going wrong more worthwhile. This is how I figured it out:

1) I discovered I could no longer edit the Smart Group criteria on my iMac running 10.13.1.

2) The problem initially did not seem to exist on my laptop running 10.13 nor my husband iMac running 10.13.1. We even destroyed all existing contacts and replaced them with a Contacts archive (.abbu file) created from my iMac Contacts.

3) One of the Smart Groups had about 6 criteria. When we looked at that one on a my husband's iMac, only 2 were visible so we resized the pane. After that, none of the other Smart groups displayed any criteria until we resized the pane, closed it and reopened it.

4) We then verified that the resizing would recreate the problem and fix it on both my laptop and my iMac.

Contacts does not allow me to edit Smart Groups.
