I tried Everything and this is all that worked
Settings>General>Keyboard>Text Replacement
Once you get there press the + on the top right.
Phrase- I
Shortcut- I
There is an update for iOS 11.1.1, they put this up about 2 weeks ago and it fixes those issues

Go to settings then general and keyboard and turn off your auto correct see if that works that worked for me
I just had that problem..turn off autocorrect and it should work just fine
Settings>General>Keyboard> Turn off Auto-Correction

I identified the characters replacing the letter “I” as the following sequence:
As character names:
U+0049 LATIN CAPITAL LETTER I character U+00EF LATIN SMALL LETTER I WITH DIAERESIS character (ï) U+00B8 CEDILLA character (¸) U+008F character ()

Additionally, there must be some relationship with Emoji because my Emoji keyboard now show this as the most typed emoji, and when I touch that emoji, the inserted characters are exactly the same sequence as the autocorrected one:
Have any of the people posting here deleted any data from apps recently (in Settings>your name>iCloud>Manage Storage)? Like TextInput, Secure, or Profile?

But ef b8 8f is actually the utf-8 code for the character U+FE0F, variation selector 16. A main purpose of this character is to signal emoji presentation of whatever it is attached to.

Why Apple's autocorrect is doing this is a mystery.
I spoke to Apple and got a temporary fix for this. Go to Settings > General > Keyboard > Text Replacement. Add a text replacement where the phrase is "I" and the shortcut is "i". That solved it for me.

I had this problem last week! I called AppleCare and they were not even able to solve it!!! We had to resort to restarting my entire phone....still didnt work! You should try going to general>keyboard>text replacement> tap on the plus> in the phrase type a capital I then in the short cut type a lower case i.
Not sure if this solves anything but I saw it on twitter by buzzfeed to try it! It's all over the internet now! It's a horrible bug lol
