I have a 100% solution.
If you don't have another browser:
1. Open Terminal and paste this.
After that Terminal will download Firefox on your desktop.
2. Install Firefox, then find Onyx 3.8.8 in internet and download it.
3. After that run Onyx (Automation section). It will fix everything.
4. Restart your Mac.

Test Safari in a Guest or new user account : if it fails there, a copy of any produced crash report from your usual account could be useful; although when both those apps crash, it is often due to a failed update, requiring a reinstall or at least re-applying the 10.13 supplemental.
If it works in a new account and the problem is still there, try booting into the Safe Mode using your normal account. Disconnect all peripherals except those needed for the test. Shut down the computer and then power it back up after waiting 10 seconds. Immediately after hearing the startup chime, hold down the shift key and continue to hold it until the gray Apple icon and a progress bar appear. The boot up is significantly slower than normal. This will reset some caches, forces a directory check, and disables all startup and login items, among other things. When you reboot normally, the initial reboot may be slower than normal. If the system operates normally, there may be 3rd party applications which are causing a problem. Try deleting/disabling the third party applications after a restart by using the application un-installer or by using the developer’s uninstall instructions. For each disable/delete, you will need to restart if you don't do them all at once.

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor. Resetting NVRAM worked for me 😉

Deselect Proxies, if selected.
System Preference > Network > Advanced > Proxies Tab
Unlock the lock if you have to.
Under "Select Protocol", uncheck any box if check marked.
Click "OK" then "Apply”.
Internet actually works (siri works using internet), however apps like safari, mail and appstore does not work. Unfortunatelly, I don’t have another browser. In recovery menu safari works fine. Recovery is the only option I guess
There seems to have been an update to the operating system. Mine was in sleep mode overnight and when i tried this morning there was the message about an upgrade and asking to tick the analytice screen. Now safari/emails/app store wont load. Just wondering when apple are goinbg to fix this myself.
Tried a reinstall from Recovery ?. Any seemingly related messages in Console if it's open when say, Safari doesn't work ?.

Apologies if stating the obvious to you : but carefully check the URL in the Terminal command so you can see that you're not being directed to something suspicious.
Updates suck these days! I have found that I cannot add a new user as well as no browser function in Safari. Chrome works fine. No change in starting in safe mode, it seems to be less an issue for most folks so I'm planning on using Chrome for awhile. Good luck Apple, sure miss the old days when OSX ran like clockwork . . .
Having the same issue too...Apple mail doesn't work but I'm using Thunderbird for my email. I was able to use another MAC to download Firefox to a share drive. Installed FF and it works fine. Safari just gives me the rainbow circle even trying to access an http site on my local network. Hope a fix comes soon!
I ended up reinstalling the OS from a bootable USB stick and it fixed everything. I'm guessing you can probably do it with booting up in recovery also if you don't have a copy of the OS on a bootable drive.
Russian users also experience similar problems. all the out-of-the-way methods helped to just correct the slipping English language in the Russian version of the OS. The problem with the App Store and Safari is saved (but Opera and third-party browsers are working) and crash settings when trying to go to the "monitor" section.
NVRAM didn't work, clearing browser history didn't work, turning off Suggestions in search didn't work, turning off extensions didn't work.
Onyx worked. Whenever I use Onyx I click Cancel on Verify Disk Structure, because it runs too long on my old MacBook Air
I did Maintenance -> Rebuilding including Spotlight. Safari still didn't work.
Then I did Cleaning -> System and chose all options. After the reboot Safari and App Store worked.
OK, so I just went through an hour phone call with Apple support trying fix the same problem.
In the end after trying many things, the solution seemed to be to reboot in Safe Mode which is very slow but then Safari, App Store and Mail worked.
Then I restarted normally and everything works as it should.
Did all the tricks such as NVRAM etc with no success. I needed to erase HD, Re-install with factory OS (Mountain Lion), upgrade to latest OS (10.13.2.), sync with Time Capsule to get back all data, Re-installed High Sierra again. Then it worked.... with Excel crashing, so finally download the available updated from MS (2016). All this for one security update....
