I had the same problem. Usually I am fan of Apple but this design is just bad... disappointed. I tapped and double clicked everywhere on the screen. Eventually found a You Tube video.
The instructions should say, double tap the power button (the physical button on the side of the iPhone X)
Yes, even I made the mistake of double touching the screen when the message appears asking to double click. It’s actually the side (lock) button we need to double click. And it enables face recognition and allows to download. Hope this will help someone!
I think you have to double-click the iPhone X’s Side Button to invoke Face ID and start the download of the app you chose.
Then continue looking at your device and your transaction is validated in no-time. Download begins and the new software is installed on your device.

Yep double click the power button on the right! Took me 1 week to work this out. 😕
You need to double click the button on the right side of your phone, don’t double click your screen. It took me a few times too

All you have to do is deactivate (turn off) Face ID for iTunes and App Store in your Face ID settings! Just figured this out myself cause I remember not having to double click before 11.2.6!
If you’ve set up Face ID, just double press the power button twice. And use your Face ID to follow. If you don’t want to use Face ID, turn it off in settings but you would still need to double press the power button twice.
@Apple please take note that the instructions weren’t very clear. It asks to double click, so mostly people assume double click the screen. Please change to clearer instructions like double press power button.
Did you trying pressing the side power button twice? That seem to work for me every time. Being that it asks you for a double tap on the screen is quite confusing as I thought I needed to actually tap the screen, but I tried pressing the power button twice fast and it works. Hope this helps for you.

You can bypass Face ID for apps download:
Settings>Face ID & Passcode... and disable Face ID for iTunes & App Store .

Apple continues to make each release of IOS less intuitive... what would it have cost them to say "double click side button" I used to be proud to own Apple devices and software, but not anymore!
