Do you have the passcodes turned off?
The passcode has to be on to enable using it.
Wait, that is the internet in the photo. go to your home screen and swipe down from the middle then type in wallet. Go to settings>wallet & Apple Pay and it should be there.
What phone are you using? Have you tried to sync with your iTunes computer using a USB cord?
