Mines the same, I’ve just got a replacement iPhone as my original one was stolen & everthing is backed up & running fine except for the cloud .... I’ve agreed to terms & conditions several times but it’s just not working 🙄
I contacted Apple, and after conversations with 7 different people, and 10 days of waiting, the problem still exists. This seems to be a unique issue as my wife iPad and iPhone do not have these problems. Have tried all the recommended procedures, and even allowed Apple Techs to access my phone. No positive results as yet.
My iPhone 7 Plus has similar issues. I had reinstalled factory settings and now cannot “accept” the iCloud Terms... I’m working with AppleCare to get the issue resolved. I’ll report back once there’s a resolution.
Resetting the iPhone to factory settings was a tedious and long process. It affected every app and password on my iPhone and Watch. Unless you need to do it... don’t.
Good luck in getting help from Apple. I also did a reset, contacted Apple, spent 3 hours on phone with them talking to 7 different people. They promised to have a tech engineer contact me. That was two weeks ago. I’m hugely disappointed and still waiting.

your apple support asked me reset all the content and restoring my iphoneX, Nothing works here. The message on my phone and ipad showed as Couldn't connect to the server! all the information on my iphoneX has gone and i am unable to use my iphone for 4 days now! When can your engineer team get fix the problem?

Unfortunatelly it doesnt work any of those helps and my iPhone X still doesnt wont download my PAID apps. The worst iPhone I ever had. Simpy stupid!!!! I will change back to my 7.
Thanks. The last step- signing out and back in to iCloud on my 8plus was the one that solved this recurring annoyance. Still don't understand the cause but happy it's solved! MB
The problem in my case is it doesn’t allow me to log off, iCloud or my Apple ID.
Apple Support got me fixed in 5 minutes.

This did not work for me on my iPad Air. My photos are all gone, my access to icloud doesn’t work, and all my documents, saved books, music, contacts, have disappeared. Now what?
Hopefully you followed instructions when you turned off iCloud. You need to turn it back on.
Call Apple. I don’t want to give you bad advice.
Thanks, I did exactly as described. I forgot to mention that since I did that, both my iPhone 7s and iPad Air both show the annoying red1. Will call Apple. Thanks, though.
