Update: My fault. There WAS a "Sign Out" button at the very bottom after the list of all my devices. I was able to sign out, sign in, restart the phone, and the "Accept Terms Icon" has disappeared.

finally your post has solved the issue: I have signed out from iCloud (I was a bit scared about my iCloud data being deleted on the phone but it turned out to be fine) and then I have signed in again, choose Merge data from iCloud.
In a minute on my iPhone X I was out the **** of T&C that was bothering me since I've started using this iPhone.
I don't know if this problem is coming from initial setup.
In my case the initial setup was done restoring and encrypted backup from iPhone 6 with iTunes (Computer). Maybe restoring from iCloud was not giving this problem but I prefer iTunes encrypted because it allows me to keep wi-fi passwords.

This did not work for me on my iPad Air. My photos are all gone, my access to icloud doesn’t work, and all my documents, saved books, music, contacts, have disappeared. Now what?
Hopefully you followed instructions when you turned off iCloud. You need to turn it back on.
Call Apple. I don’t want to give you bad advice.

Hi, I have the same issue then I tried everything including sign out from icloud. Now i am unable to sign back in anymore, it showed as " Unable to connect to server"

I’m considering restoring again, but I’m afraid it will drag the same mistake.

Hello, my issue is still not resolved.
I can’t sign out of iCloud and from store, it always says verification failed.

Sign out is on the bottom of the page with passwords. Etc.

Unfortunatelly it doesnt work any of those helps and my iPhone X still doesnt wont download my PAID apps. The worst iPhone I ever had. Simpy stupid!!!! I will change back to my 7.
