When I using MacBook Air switch Pinyin keyboard to Russian, it remains in Latin layout, not in Cyrillic as it should be. I am not sure if it is a bag, so can you try it too in macOS 10.13.2. Thanks!

You could also try setting up a new user account and see if you still need to restart when logged into that.
All 10.13.2 installs have this bug. Make sure you use

I find that I can type Arabic or Cyrillic letters with switching the one after Turkish until switching U.S. input.

I have not heard of anyone else having to restart -- that is something extra and definitely crippling. Does that happen in all apple apps like TextEdit, notes, mail, safari?
Exactly, same thing for me: icon turns to "RU", but the actual input is English, not Russian.
Have to report this bug again, because now my wife's laptop (MacBook Air 13-inch 2017, MacOs 10.13.2 (17C205)) has the same issue. APPLE please release a bug-fix for this problem!
