The problem is related to something external to IOS/MacOS.
I contacted Apple and received following advice. Just be warned: You will lose connection and password to wifi, so be sure to be ready for that. (Although my phone found the wifi just fine after logged back in).
The order is important.
In settings, Turn off FaceTime. Turn off iMessage. Sign out of iCloud at bottom of name screen in Settings.
Go to Settings>General>Reset>Reset Network settings.
Once have reset network. Log back into iCloud. Turn on FaceTime. Turn on iMessage.
IF this is too confusing, call Apple tech at 1-800-MYAPPLE. Had to wait awhile, but got great person that walked me through. So far, this has fixed it.

No problem since then!! On either the Mac or the iphone. I think it worked!!
Do you recall what they had you do on your Mac? You gave instructions for the iPhone, but not the Mac.
When I did it on my phone, it fixed it on my Mac, too.

I am having the same issue along with my friend. We both have iPhone 6 Plus with iOS 11.2.1.
Turning on/off the time zone didn't work. Fixed it for a week, but now the issue is back for me.

Mine too, for 2 weeks, between ALL imessages. It started doing this in facebook messenger the other day but only once. How annoying.
