I contacted Apple and received following advice. Just be warned: You will lose connection and password to wifi, so be sure to be ready for that. (Although my phone found the wifi just fine after logged back in).
The order is important.
In settings, Turn off FaceTime. Turn off iMessage. Sign out of iCloud at bottom of name screen in Settings.
Go to Settings>General>Reset>Reset Network settings.
Once have reset network. Log back into iCloud. Turn on FaceTime. Turn on iMessage.
IF this is too confusing, call Apple tech at 1-800-MYAPPLE. Had to wait awhile, but got great person that walked me through. So far, this has fixed it.

I am having the same problem and it is so annoying what is being done to fix it
Crossing fingers didn't help. It's a couple days later, and the messages are falling out of order again. Sigh. And the red exclamation points are still there, even though messages are being sent.
Same here, on all our devices, including brand new iPad Pro with latest IOS. How come Apple is not responding?
I’d had both correct on my iPad and MacBook Pro but have done the second tip on my iPhone. We’ll see if that fixes it and if it fixes the problem, which was happening on all three devices. Thanks.

Problem is on both IOS and OSX
I run latest versions. Message order is all messed up on my iPhone, iPad and Macbook Pro.

I simply cannot believe that an issue impacting such a basic functionality as iMessage has not been fixed in half years time.
It is very strange that Apple doesn’t answer. Do you know a way to improve visibility of this issue ?
