I am having the same issue. iphone 6s ios 11.2.5. Please let me know how to fix this. It is very annoying!
I contacted Apple and received following advice. Just be warned: You will lose connection and password to wifi, so be sure to be ready for that. (Although my phone found the wifi just fine after logged back in).
The order is important.
In settings, Turn off FaceTime. Turn off iMessage. Sign out of iCloud at bottom of name screen in Settings.
Go to Settings>General>Reset>Reset Network settings.
Once have reset network. Log back into iCloud. Turn on FaceTime. Turn on iMessage.
IF this is too confusing, call Apple tech at 1-800-MYAPPLE. Had to wait awhile, but got great person that walked me through. So far, this has fixed it.
It is not usefull. Mine is the most updated but it is still not in order, timeline. Answers are always shown before questions.

The issue still occurs on 11.2.6
I don't know how Apple develop other complicated solutions, when simple stuff like sorting messages by timestamp makes them trouble.

This annoying issue has been happening to me since late-Dec 2017 and just started happening to my wife. Apple is really disappointing lately and needs to fix this and overall get their sh*t together.
For me, both iOS 11.2.5 and 11.2.6 don’t work. I have got an iPhone 6S with a battery to change this year
My colleague have this problem aswell...
Makes the orders a bit difficult to handle, we had to ask some of our customers to revert back to emailing instead ;(
I`ve tried it all. Everything that`s been suggested from day 1 in this thread.
Nothing works.
24 pages of commentary over more than 3 months. 3 iOS updates in that time. More than 6000 users saying “me too”.
How is Apple not all over this??
iMessage - messages arriving in wrong order
