How to delete malware / virus pop-up on iOS Safari?

I have an iPhone X. When using Safari on any website, after about 5 to 10 page views, the attached pop-up appears, "congratulations Amazon.com user". I have cleared Safari history and data. I have completely reset my phone and set it up as a new phone. The virus / malware pop-up keeps appearing. How can I get rid of it?
