How to delete malware / virus pop-up on iOS Safari?

I have an iPhone X. When using Safari on any website, after about 5 to 10 page views, the attached pop-up appears, "congratulations Amazon.com user". I have cleared Safari history and data. I have completely reset my phone and set it up as a new phone. The virus / malware pop-up keeps appearing. How can I get rid of it?

iPhone X, iOS 11.2.1

I got the Norton ad blocker app and it fixed this issue after going through and trying all of the previous suggestions

The first thing everyone does. Does not have any effect on this particular popup.
