I’ve been frustrated with the same problem on both an iPhone 7 Plus and the new iPhone X. You’re right that there is surprisingly little information about the issue online. I don’t believe it has anything to do with Kohl’s as I saw the exact same display while browsing a local television news site. In fact, I’ve never been on the Kohl’s site, so again, I don’t believe it has anything to do with them.

I’ve tried a number of approaches, including the ones listed here with no luck. The only thing that has worked is to install a third-party content blocker. I recommend you look into 1Blocker in the App Store or at https://1blocker.com. It has excellent reviews and I’ve used it without incident. I believe they have a free trial, as well. For what it’s worth, I have no connection to this app and there are other alternative products available. I’m just telling you that 1Blocker resolved this problem, at least so far, for me.

A few versions of iOS ago, Apple opened the Safari browser to support content blockers like 1Blocker. It’s unfortunate that such tools are necessary as they add some complications to the system and can, in fact, interfere with some legitimate web site features. Still, the option to have content blocker support in Safari is significant and, especially given this problem, I‘m very glad it’s there.

Good luck!

This method solved it instantly for me...

Settings > Safari > Advanced > Website Data > swipe left on the trouble website to delete

I had tried clearing browsing history multiple times, rebooting the phone, etc, to no avail. Deleting the trouble website from “Website Data” fixed it right away. I didn’t delete any of the other websites except the one that kept having the pop-up...for me it was www.bbc.com.

FYI, my phone is iPhone 6 on iOS 11.1.1

Most website mentioned clearing Safari’s browsing history and data. Seems like it worked but not sufficient. In addition to clearing data history and cache of all my devices, the magic for me seems to be clearing the cache of my router if you go online using WiFi. Here is what I did to get rid of the annoying ad that popped up on my iPhone and Android phone all of a sudden.

1) Disconnect from WiFi by turning on airplane mode

2) Clear browsing history and data of all devices that connect to the router

3) Restart router and modem by turning them off and on

I went one step further to reset my router but I hope you don’t have to do it as it is kind of annoying to reset it up. I hope it works for you.

I have an iPhone X and have had the annoying Congratulations pop up (see attached) on various websites so it didn’t seem website specific. But I think I may have discovered the culprit. I think it was a poker app that was infecting my phone. I went through and started deleting apps that I downloaded recently since the problem just started few weeks ago. I deleted the new apps one at a time and after each one, would go into settings and clear History and Website Data then would go to the pages that had the pop up to see if it came back again. Well after deleting the poker app, I noticed the issue seem to have gone away. Keeping fingers crossed that I found the culprit.

I just started having this problem this morning only when I went to espn.com. After looking around on the web it seems your only choice is to add a content blocker because you do not have a virus, the ads at the site you are visiting are targeting you. I added the Symantec Ad Blocker and the pop up is now gone from espn. Hope this helps. I am not affiliated with Norton or Symantec.

Another way I found that works is to enable restriction under general in settings. Go to general then restrictions then adult website there you can add the name of a webpage you want to block. you have to see the name of the site in the address bar from the pop up or congratulations site. So far this has worked for me no more congratulations amazon. The that popped up on me is giftsfordad dot com.

You’re absolutely right! It is the Amazon app causing this malware-like effect in Safari. This is quite scary. I ran a number of tests as well.

Although I first had trouble reproducing the issue on websites that regularly triggered the pop-up, I noticed that even when they didn’t cause the pop-up to appear, that the loading spinner would spin endlessly on those websites (dictionary.com is another one).

But as soon as I deleted the Amazon app the websites would simply load without the spinner appearing endlessly. Apple should investigate whatever code Amazon has placed in its app to give it access to Safari. This can’t be safe.

In addition to Diana's excellent recommendation, if you are using iCloud on any of your other devices, you may also want to clear History and Website Data on those devices. The source of that pop-up is not just Kohls, other links also generate the obnoxious offer. I had to repeat the deletion on several devices, numerous time to snuff it out.

One thing you didn’t explicitly mention, though you may have done it: when you first install 1Blocker you need to activate its usage in Safari settings: Settings > Safari > Content Blockers. You’ll see a switch there that, of course, you’ll want to set to on. If you don’t do this, 1Blocker doesn’t actually do anything.

Good luck with Ad Block. I’ve heard that it has been used successfully to block the pop ups too. Would be interested to hear how you make out.

Getting frustrated myself - google searches take me to news sites and constant pop-ups to same Congratulations Amazon User scam with different source websites. Interestingly enough, I deleted Amazon app, returned to safari news page and no pop-up! Then reinstalled Amazon app and (without even logging-into Amazon app) returned to safai, refreshed page and got the pop-up. Something lets Safari see the installed apps.
