Nevermind, it’s back again. The Amazon app appears not to have been the problem. And clearing my entire browser history and cookies hasn’t helped.
I’ve been frustrated with the same problem on both an iPhone 7 Plus and the new iPhone X. You’re right that there is surprisingly little information about the issue online. I don’t believe it has anything to do with Kohl’s as I saw the exact same display while browsing a local television news site. In fact, I’ve never been on the Kohl’s site, so again, I don’t believe it has anything to do with them.
I’ve tried a number of approaches, including the ones listed here with no luck. The only thing that has worked is to install a third-party content blocker. I recommend you look into 1Blocker in the App Store or at https://1blocker.com. It has excellent reviews and I’ve used it without incident. I believe they have a free trial, as well. For what it’s worth, I have no connection to this app and there are other alternative products available. I’m just telling you that 1Blocker resolved this problem, at least so far, for me.
A few versions of iOS ago, Apple opened the Safari browser to support content blockers like 1Blocker. It’s unfortunate that such tools are necessary as they add some complications to the system and can, in fact, interfere with some legitimate web site features. Still, the option to have content blocker support in Safari is significant and, especially given this problem, I‘m very glad it’s there.

When I used your earlier solution, it worked very well. It was, however, Amazon’s Prime video app that I removed. The problem has not returned ....yet!

I should also add that these “Amazon.com user!” ads really only occurs when I access my website through Facebook and Instagram links... so the this is all a very complex issue.
Had the same very persistent issue. Took your excellent guidance and looked for a good add blocker in the App Store. Chose free app from AdBlock and it seems to have solved the problem. I really don’t get how this congratulations pip up works but bothers me that there is not a better solution to protect against it. Apple, where are you on this one?
I’ve used 1Blocker for 6 months or so with no ill effects. I have, however, used its whitelist feature to allow some websites to work around 1Blocker’s protection. If a particular web site is giving you difficulties and you trust that site, you can add it to 1Blokcer’s whitelist to allow the site through without any content blocking.
It’s certainly true that third-party content blockers like 1Blocker introduce some complexity to the Apple eco system. I haven’t seen where they don’t recommend using one. Indeed, they themslves incorporated built-in support for using third-party content blockers in iOS starting with version 10, I believe.

I deleted the Amazon Video app (which I had used while in Central America to stream Amazon shows). Since deleting it, no pop-ups! I also had erased Chrome browsing history, but had done that before deleting the Amazon app and the pop-up returned. Could the Adware have entered thru the Amazon app?
What I believe to work for me is to do the following:
1. Go to settings->safari->clear history and web data
2. Go to Settings->privacy->advertising->reset advertising identifier
