This suggestion to use Chrome instead of Safari is the only helpful answer that I have found. I tried everything! I purchased and activated three different content blockers and none of them worked on this thing. Then I installed Chrome and stopped using Safari - problem solved!

I've had this problem for some time. maybe you've solved it by now. Great, if you have. I've tried a lot of things. Then this morning I found this conversation and tried a few more. Each time, the problem immediately came back. For me, it happened every time I went to the Foxnews website. As soon as I started scrolling down the list of stories, it would pop up and take over. But it doesn't have much to do with Fox I think. It just exploits a weakness in that particular website. Anyway, I do actually do a lot of shopping on Amazon. That's why I have their app on my phone. This morning I decided to delete the Amazon app and see what effect it might have. I deleted the app and cleared all my website data. Lo and Behold, after visiting the Foxnews website many times, there has been no more interruption by the pesky Amazon "Congratulations" ad. I hope that's the end of it.
Agree I think Apple should have something to tell us considering they are proud of there no virus no malware ability.
Hi. It's an ad provided by your friends at Kohl's. You can just close it and ignore it.
Settings > Safari > Clear History and Website Data may help, or not...

Exactly!!! Thank you I thought I was going nuts.. I spend the money on Apple due to the fact virus and crap are harder to get it’s worth it to me so I thought how is is possible..
I am hesitant myself putting a blocker on Apple products considering they say you don’t need one.. how long have you used and does it interfere with anything besides annoying pop ups
I went to Safari settings, Advanced, and turned off JavaScript.
That seems to have solved the issue for me.

What I believe to work for me is to do the following:
1. Go to settings->safari->clear history and web data
2. Go to Settings->privacy->advertising->reset advertising identifier
It’s not just Kohls. It sneaks in from many different websites.
Dump Safari since apple doesn’t want to solve this issue and download/use Opera until they fix it or just continue using Opera without worry.
