I've seen the announcement on all the Tech Blogs. $29 to replace your iPhone battery (if the device qualifies).
If this available now? I want to do it through Best Buy rather than an Apple Store. Thanks.

You are correct. But the post from romad was also correct when it first was posted on January 3. Apple changed the policy after that. You have made a valuable contribution to the thread, however. Now I'll try to make one: iPhone Battery and Performance - Apple Support. Near the bottom of the article is a link to make a battery change appointment. It lists all of the options based on your location, and it includes Best Buy and a couple of other service providers, in addition to Apple stores.
How come the IPhone 5 is not included in this program??
Because it's not affected by the software update in question, that's why.
I'm certain that Apple will make sure that ALL Apple Stores WILL have sufficient batteries in stock to meet the demand no later than 2 Jan 2019.
