Can you try it from another account (create a test one if you don't have a second account - do it in the "Users & Groups" System Preferences pane?
Another thing to look at is the ApplePressAndHoldEnabled defaults. Please do the following and tell us what is returned (do this in a Terminal window -- type exactly as shown as case is important):
defaults read | grep ApplePressAndHold

For the missing popup menus, make sure you also go to system prefs/keyboard and try playing around with the settings for key repeat and delay.

Also I asked what the results were on BOTH systems, but you only replied with one and didn't say if it's the working or non-working one.

You can't type the accents?
option n then n to get ñ
option e then the vowel to get áéóíú
option ` then the vowel to get àèìòù

Did a little more research and the discussion at Character Accent Menu not working in High Sierra? seems to point at several ways to get back the accent menu. I can't try any of them as my system currently has no trouble displaying the accent menu correctly, so trying any of the suggested methods won't prove anything, since it's already working. I would suggest you try the following in order:
1. Add a French keyboard and switch to it and then switch back to English (per tenderlovingkare post)
2. Try the "defaults write -g ..." method (blowsinator post)
3. Other suggestions there

It would appear that there might be some sort of incorrectly set default.
Since you have shown that a new test account does not show the problem, we know that there is nothing wrong with the system itself, just one/some of the preferences. You should login to your original account that is showing the problem and try the command I mention above in a Terminal window. Terminal is located in the /Applications/Utilities folder. Please do the above command (copy and paste it in an open Terminal window) and then copy/paste the result here. You might even want to do this command from both the original and test accounts. I'm guessing that this will show two different settings, but this is just a best guess, not a certainty.

IMPORTANT: What keyboard and principal Language/Region are you using?
If you are using a USA keyboard or similar you can easily type all the Spanish accents.

My suggestion for you would be take the problem computer into your nearest Apple certified store or someone who is experienced at solving problems on Apple computes and see if they can help you get it working as it should.

This was a good suggestion. It is tricky, but it works much of the time. Thank you. It's a start. I still want me old keyboard options back, but I can use this for now.

Is this on a iMac Pro or a MacBook Pro (if a MacBook you might want to post in that discusssion rather than iMac Pro discussion)? Can you explain more which accent marks are not working? From what app are you trying to do this?

Hi and thanks for responding. Yes, this is a MacBookPro and when I press any letter on the keyboard, instead of giving me options for accent marks, it just keeps duplicating the letter. I've tried to set the keyboard back to default, but that hasn't worked. I've restarted it several times, shut it down several times - nothing seems to work. Hope you can help. Thanks again. Joan
Thank you. This was very helpful. I was able to create a test account and they keyboard worked fine. But then I went back to my regular account and it went back to not working. So what do I do to get the keyboard to work in regular account? Thanks in advance. Joan

Thanks for being so persistent. I have tried most of the suggestions: French keyboard, terminal instructions - none of them have worked. The only thing I couldn't seem to do was to go to safe mode - I followed instructions but couldn't do that either. So this is frustrating since I use a lot of Spanish words. But I am inserting symbols as a way of getting those accent marks. It is not desirable but it works for now. Cheers. Joan
