How do I restore the use of accent marks when using the keyboard?

MacBook Pro (Retina, 13-inch,Early 2015), macOS High Sierra (10.13.2)

Can you try it from another account (create a test one if you don't have a second account - do it in the "Users & Groups" System Preferences pane?

Another thing to look at is the ApplePressAndHoldEnabled defaults. Please do the following and tell us what is returned (do this in a Terminal window -- type exactly as shown as case is important):

defaults read | grep ApplePressAndHold

Nothing tricky about it, it is quite logical and it works all of the time, not most.

Maybe when you tell us what keyboard you are using, what exactly "none of these suggestions solved the problem" actually is and your System Settings we can take it further.

Seems you have solved your own problem so maybe it is all good now. 😉
