If there is an outstanding balance due to the iTunes Store and you add funds to the account then they will be used to settle your debt. You cannot expect a refund unless you are claiming that the purchased item wasn't delivered or fails to meet your expectations of it, in which case contact iTunes Store support via the https://reportaproblem.apple.com/ pages.

We're fellow users here. We cannot make any changes for you. In principle all completed transactions are final. Unless you're disputing the charge, which you can do via https://reportaproblem.apple.com/, the bill has to be paid anyway, so you should give your relative the $24.00 and be done with it. See Change or remove your Apple ID payment information - Apple Support and make sure to remove their details from your account.

My case was even worse because I was charged on weekly basis ( for annual membership) by itune for over 2 months before I was aware of these charges when it should be a charge on annual basis. Thus I called Apple to fix the problem and got refunds, nevertheless, it took me a while to fix the problem. Itune payment system is a sucker, you need to watch your bank account online before , call Apple Itune to fix the problem ASAP and get refunds.
