Solved! It should have sent as an iMessage between iPhones. When I couldn't send it as iMessage, I selected send as text (SMS non apple ) message. It seems to have reset/corrected itself, and instead of sending it in green block, it sent as an iMessage and appeared as a blue colored block. It was Delivered!!! I didn't have a send message failure, or a not delivered. It was Delivered and I see it in a blue block!

Are the two iPhones using different Apple IDs? If not, that is a problem - stop doing this.
