If after doing this Wifi is still permanently off, you've had a hardware failure and you need to schedule an appointment at your Apple Store Genius Bar.

Go to Settings > Wifi and see if it is turned off there. If it is, turn it back on. Control Center now toggles Wifi off from a network it is connected to, but does not turn Wifi off completely. Only in Settings > Wifi would Wifi be completely turned off.
Reboot your phone:
Press and hold BOTH the power and home buttons at the SAME time (hold past swipe to shutdown) until you see the Apple Logo, then let go. See if Wifi can be turned on when your phone comes back up.
Already tried it.. but didn't fixed the issue. Wifi still won't turn on 😟.
