Wifi is permanently disabled

Wifi toggle is permanently disabled on iPhone 6 and cannot turn on after iOS update. Already tried the following but with no luck:

- Reset Network Setting

- Force reboot

Anyone knows what could be the issue?

iPhone 6, iOS 11.2.5

The last thing you can try is to restore your phone. This link will walk you through the steps: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

If after doing this Wifi is still permanently off, you've had a hardware failure and you need to schedule an appointment at your Apple Store Genius Bar.
