On the find my friends app why is the orange circle sometimes bigger than other times

Why is the orange circle around a person in find my friends app sometimes larger than others? It seems like my daughter in New York always has a larger circle and is harder to pinpoint where she is. Is that due to the dense population there or lots of building interference? Or could be due to her phone battery being weak or a weak signal?

iPad Pro Wi-Fi, iOS 10.3.3

If the location circle is too large

If the location circle is too large, wait a few minutes, then try again. The device might be determining a more accurate location, or it might not be able to provide a more accurate location. This can happen if the device is indoors with no known Wi-Fi base station around.
