With the great help of Apple Support team, I resolved my issue. All you need to create a shortcut of following given command:
C:\Windows\System32\runas.exe /trustlevel:0x20000 AppleControlPanel.exe
then run as administrator by clicking right click on trackpad. You can enable your double tap now.
I hope this will help to others as It helped me too.

High Sierra has Bootcamp issues, but your issue is BC drivers. Have you tried re-installing BC drivers?
The BC drivers do not seem to be installed correctly. Also see I recently upgraded storage of my early 2015 retina MacBook Pro with OWC AURA PRO SSD. Post upgradtions I am not able to install windows via boot camp. Can anybody help me??? .
In Windows Services, under which account do the Apple Services execute?
Can you check all Apple services in this list?
Hey loner T
Downloaded driver, how to install it? Were these drivers suppose to save in boot camp drive or Macintosh HD. Hey loner T,it seems this issue is coming up because of file format in high Sierra which is APFS,perhapes Apple yet to issue updated bootcamp version for High Sierra.
Hey, reinstalled BC Drivers as per you say, but It did not work either. I'll have to live up with issue now, I hv tried everything. I can't go back to Sierra as my aura Pro SSD does not work with High Sierra. May be this issue can be resolved until Apple issues a patch for this. Also please see attached error message screen shot.
how to installed BC drivers correctly, also it seems issue is with bootcamp as I am not able to enable dragging, double click, secondary clicks options thru boot camp control panel.
