Recipient can't redeem gifts

I've read a couple of the community forums on similar problems, but so far nothing has worked. Basically, I've gifted an app to a friend and she is not able to redeem it. I've resent it numerous times, and she gets the email notification that she was sent a gift (with instructions on how to redeem), but when she opens iTunes there is no "redeem" option. The button is there, but it is not lit up and cannot be pushed (ie. there's nothing to redeem). In the email there is no redeem link, nor code. Just to see if the same thing would happen I gifted her a song (okay, my bad, it ended up being the whole album), and so now there is an app and album in limbo. I sent it to the right address (her Apple ID), and I she is getting the emails, like I said, and also the option to resent is always there (so it's not being redeemed), so why can she not get the gifts in iTunes/App Store? It's quite infuriating, so if you can help I'd love you for it.

Thank you. Yes, we are both in the same country and using the same store (Japan). We have it set to different languages, but I thought of that and we reset her phone to English. No change. I’m wondering if it’s because the Apple ID is her cell phone address. Shouldn’t matter as she downloads tunes that way. Sent a gift to another friend and it was no problem. Has to be the settings somewhere along the line,
