icloud photo library issue. iphone/icloud

Hi,

It seems like my iphoto library from iphone SE (software up to date) is not importing photos/videos (anything) from my roll to my icloud photos.

I already set the iphoto app settings on my iphone as follow:

ICloud photo library >> Turned ON

Download and keep originals (because I have plenty of space, roll has 5 pics only out of 64GB space)

Upload to my photo stream >> Turned OFF

ICloud Photo Sharing >> Turned ON

I log into icloud.com and it says “Your iCloud photo is Empty”

The thing is a while ago before this issue occurred (less than a week) I did the same process with my laptop (Mac) and these photos/videos (different from what I have on my iphone) were upload ok, but I just wanted to try how this worked, thus, I decided to delete all of them, and now is empty (which is fine) just keeping some folders.

On my Mac (do not want these photos on icloud)

Icloud photo library >> Turned OFF

Has this something to do with this 30days iCloud gives you in order to get everything back before they are deleted after that time, so I have to wait the remaining time???
