My sister sent me an iphone 6 plus last year, and i have been using it since the past 1 year. After the OS update i am facing severe battery issues. I heard there is a replacement program ongoing for the old iphone 6 plus. Can someone help me with the procedure of the same?

I would go to an Apple Authorized Service Provider in India and ask. There is a debate as to whether the warranty will transfer or even if they will refuse to service an iPhone purchased overseas. They should have the same worldwide battery promotion, which should be for your model iPhone. If they’ll do it under the current promotion, I understand the cost should be 2000 rupees plus any local taxes.

Where was the phone purchased and where are you located? That might affect how it might be serviced.
There was no replacement program per se. You might be able to get a new battery.
PLEASE stop passing bad information.
There is no "debate" as to whether the warranty will transfer. The warranty for an iPhone sold in the US will NOT be honored in India. Full Stop.
That said, the OP may be able to get the battery replace in India. They will just have to ask.

If you don't have AppleCare +, then it's $29 to replace the battery.
