-3403F Error

I reformatted my Mac to do a fresh install and now I'm getting a -3403F error every time I try to enter recovery mode on my Mac. I have tried reinstalling High Sierra from a thumb drive and it just sits there for hours and the install never completes.


I am using a MacBook Pro.

It is fixed. I had a dongle and plugged into the router and it did the same thing. I had to purchase a USB c thumb drive and make a bootable install and that worked. When I used the dongle, to plug in a USB 3.0 drive, the system wouldn't recognize it when I booted into boot option mode.
