It is fixed. I had a dongle and plugged into the router and it did the same thing. I had to purchase a USB c thumb drive and make a bootable install and that worked. When I used the dongle, to plug in a USB 3.0 drive, the system wouldn't recognize it when I booted into boot option mode.

Usually that means there was some issue with your WiFi connection such as it being too slow or there being some other issue that prevented Internet Recovery from working properly.
If you have Ethernet, try connecting that way, otherwise you may want to visit an Apple Store or other location with known higher speed WiFi and trying again.
If you don't want to purchase the dongle you could simply retry Internet Recovery while connected to the WiFi at your Apple Store or anywhere else with a known good WiFi network.
Thanks William. I have a 1 GB internet connection but have only tried to do the restore via wifi. I will need to purchase the Ethernet dongle to try your solution.
