iTunes Individual Song Volume Adjust Not Saving

My challenge: I have found that with iTunes 12.7.3.46, on Windows 8.1, that any volume adjustment (Song Info > Options > volume adjust) I make to an individual song is not saved.

My experience: I have a couple of songs that are rather 'loud', so I would accordingly adjust the volume down. In the past, when I would make a volume adjustment it really wouldn't help, but I would adjust anyway. (I have a song list that I like to fall asleep to, and when these songs would play, they were very loud and would waken me.) So, those songs were eventually adjusted to -100%. (I would lower the volume by 20% each time the song would play too loudly. It felt like the volume adjust would not 'take'. But the level of the adjustment would be saved.) It appears the the volume adjust is now working. With the songs set at -100%, they are now silent when played. (At least I'm not wakened when they play.) I went into iTunes to adjust the volume upwards. When I made the adjustment, it would not save.

My question: Is there a way to have the volume adjust saved for individual songs in iTunes 12.7.3.46?

Try this, it seems to be working for me, (after driving me bat**** crazy for months!). Whenever I adjusted the volume in Song info>Options>Volume adjust on each individual track, they automatically reset - very annoying. Until...after adjusting each track, I restarted the track straightaway, and voilá, the volume stayed adjusted. I've also been able to reset entire albums by clicking on one song, highlighting the entire album, adjusting the volume on that one song, restarted that song, and again, it stayed adjusted.

'haps Apple could let everyone know, as it's very frustrating if your music tastes are all over the place, along with the volumes of individual tracks. I nearly stopped using iTunes!
