My credit card is not being accepted and in-app purchase that I was charged for I did not receive

I have been using my debit card to make in app purchases and I have money in my bank account. for some reason my debit card is no longer being accepted and some charges that I was charged for I have not received. im Not sure if my bank is declining purchases or iTunes is not accepting my card. how or where can I figure why this is happening?

iPad Mini Wi-Fi + Cellular, iOS 11.2.5

Follow the instructions here. including checking that your address details for your Apple ID account fully match those on record with your bank:



If you still need help, then contact your bank and/or iTunes Support:
