On an iPad you only have the iTunes Store app for buying / downloading media (music, films, etc.), there is no iPad version of iTunes as you have on a computer (your downloaded/synced music is played in the Music app ; films and TV programmes in the TV app). If it's the iTunes Store app that you are referring to check to see if you've hidden it via Settings > General > Restrictions > iTunes Store 'off', and if not go to the App Store app and search for it and redownload it.

Everything is grayed out because you don’t have restrictions turned on, and if that’s the case, forget about restrictions completely for this. But, double check to make sure. Go to Settings>Restrictions. To the right of the word Restrictions, it will say a Off or On.

Assuming that it is really off, try searching for the iTunes app. From any home screen, swipe down from the middle of the screen. A search field will appear at the top of the screen. Type in iTunes. See if the app appears.

iTunes on iOS is for buying media, like music and movies/TV shows.

When you purchase things from the iTunes Store app, they go to other apps.

When you purchase music, the music goes into the Music app.

iTunes movies/TV shows and home movies/or other video content goes into the TV app.

When you can you may want to download the iPad Users guide, found here.
