Should both fans always be running?

Mid 2010 15" Macbook Pro A1286 MacBookPro 6,2 Mid 2010 MC371LL/A . Left fan was noisy so I replaced it. I started the machine up with the bottom cover off to check function and noticed the right fan just kind of stuttered and attempted to start. Is the right one bad too? Or, is that normal behavior?

Always. I don't know if you can still download a copy of the iStat Pro widget, although iStat Menus seems to be the successor. On my current 13" mid-2012 MacBook Pro I see a typical fan speed around 2000 RPM. The fans never turn off while your machine is on and never should. It used to be a I couldn't hear the low-speed fan noise because it was masked by the noise from my hard drive, but now with an SSD I can hear it - barely by putting my ear to the case.
