I have an old iPad Mini 1st generation that I was going to use for a few things still. Every app I try to download says I have to have iOS 10.0 or higher. Is there a way to download an older version of an app or is the iPad mini just a hunk of junk now?

Depends upon whether the developer supports downloading older versions of their app. If they do, as far as I know this still works (I can't test it at the moment) : Install an app on an earlier version of iOS or OS X - Apple Support
