AppleTV 4k won't recognize 4k resolution for Samsung 4k TV

I have a Apple 4k TV and a Samsung UN55KS9000 4k TV. The apple TV wont go give me an option for a 4k resolution. The UHD setting is turned on in every HDMI port on the TV. The apple TV is currently running OS 11.2.5. When I go to Video & Audio in the settings and select resolution it gives 1080p/60 as the highest. It will allow me to select other resolutions but the highest of those is 1680 x 1050/60. Brand new certified HDMI cables. Why can't I get the 4k setting to work??

I've read that there is a Match Content options in settings, but I don't have that option anywhere in mine. Any guidance would be greatly appreciated.
