Unable to download error iTunes movie purchases iPhone X, iOS 11.2.5

Every time I attempt to download any of my purchased movies from iTunes I get the error message: Unable to Download Movie "(Movie Title)" could not be downloaded at this time. With the options Done or Retry. I've tried several times to retry and even restarting the download.

I've tried several things. Hard reboot. Turning wifi on and off. Forgetting my wifi network and re-entering it. Changing language. Changing the date. Entering airplane mode. Nearly anything possible I've tried. Nothing so far has worked and it's honestly at this point getting frustrating as I've spent hours trying to fix this. I don't want to get to the point I have to reset my network settings and lose all my saved wifi connections or reset the device and restore but nothing else has seemed to work. So I'm close to that point. It's only happening on my iPhone X too and only on iTunes purchased video content. Apps download no problem. Even saved youtube videos and netflix content download no issue within 30 minutes to an hour. My iPad Air 2 downloads even the largest iTunes movie purchases no problem. I have plenty of space as well over 150GB available.

If anybody else has any solutions that aren't on the discussion posts or anywhere online that might work let me know. I've come to the point my only option that works is downloading it on my MacBook, iPad Air 2(transfering it to my MacBook then) and transferring the files to my iPhone but then I don't believe I'm getting the HDR quality content then either that the iPhone X offers.
