You cannot download ANY non-iTunes purchased/rented videos directly to ANY iDevice, not even an iPhone.

You can stream video content from the Internet via WiFi, but NOT download videos directly to ANY iDevic

You need to download the videos to a full computer, convert them into a format that iTunes on a computer can recognize.

Then connect the iPad to the computer and sync the movies you wish to store on your iPad.

For iTunes movie/TV rentals/purchases made from the iOS iTunes Store app, you need to have your iPad logged into the iTunes Store using your Apple ID and password to download that content to the TV or Videos app on your iPad.

These are not paid video, only video clips. I had done it for 2 years with my I-phone through the same Amerigo app. Besides, what is strange is that I can not even download the mini Ipad guide from Apple Store into Ibook app in my Ipad.

When I watch the video clip through Amerigo app, the popup said "video link found" and ask for download. I clicked and there is a message "downloading from this site has been disabled to maintain compliance with this app's store guidelines" I think a setting is not done correctly to allow download of anytype. But I do not know where is the setting.

Check your iPhone to see if you can still download this video from the amerigo app on your iPhone 6.

Also, in Settings app, General, About, what iOS version is this iPad 4 running?

The highest iOS version an iPad 4 can go is iOS 10.3.3.

That might be q problem, as well.

BTW, an iPad 4 (4th generation) is not “new”. An iPad 4 is an almost 6 year old iPad.

Also, there is NO setting to allow downloads of video clips. It looks like the developers of the Amerigo app had to disable this feature to comply with Apple’s iOS App Store guidelines.

There is nothing you can change in ANY iOS Settings to change this fact.

Amerigo app developers had to change/fix their app to comply with Apple’s App Store rules.
