I created a video in iMovie and my iMac High Sierra and I have a apple DVD player. What do I need (software or hardware) to convert the mp4 video file created from iMovie (to MPEG 2 or VOB file?) so that it will to play on a DVD player on a HD TV?

Since Apple has deleted the ability of an iMac to create a video DVD that will play on a external DVD player, its has been a real problem finding a simple and inexpensive solution to the problem they created.
There are a number of software companies out there that claim they can make a video DVD but for a price ($$$). However, this software called BURN is simple and free. I used the Burn software to convert the video (MP4) created in iMovie to one that will play on any DVD player. Highly recommend. Found it explained on YouTube.

You need Roxio Toast Titanium. the DVD format will restrict the video to standard definition, 480p, which will look grainy on an HD TV unless you have really good upsampling, depending on the size of the HD TV.

I find Roxio Toast to be problematic at times and depending on how complex you want the DVD sometimes not quite intuitive. I use iSkysoft DVD Creator which is quite simple to use. There are many DVD burning apps available, however most are paid apps.
A little research should give you many options as to price and ease of use.
