Wife has a new iphone 8 (from 6). We backed up to Time Machine. She restored to the new iPhone from iTunes (on her Air), and the chats didn't come with it.
How do we get the chats back in Whatsapp from her Time Machine backup?
We bought an app that pulled the data over from TM, but it just created an archive separately, not actual live chat content in the app.
Any suggestions?

Can you define Time Machine?
Time Machine backs up Mac computers, not iPhones directly. If you use a Mac, this would include any iTunes backups of your phone.
Did you somehow export those chats to another file format and store them on a Mac? Otherwise a Time Machine backup is of no value to you.
Is there a way to access the iPhone 6 backup (through iTunes) on TM, hoping that the active WhatsApp chats would be captured there?
Did you delete the iTunes backup? If not it is still where iTunes stores them. No need for TM.
Do you know WhatsApp stores it's chats in an iTunes backup? Their support FAQs only reference iCloud.

Yes, we backed up her iPhone 6 to iTunes, then backed up the whole computer containing that iTunes.
Then we came back with the new iPhone 8.
