This is not valid. Either use a single 64-bit DVD (or equivalent ISO from Download Windows 7 Disc Images (ISO Files) ). Do not modify the Bootcamp Info.plist, which leads to more issues. There is no need to modify this file on a late 2013 Mac.

Boot Camp Support Software 5.1.5640 is the correct set of BC drivers for W7 on a late 15-in 2013 rMBP.

The virtual machine certainly would—ex. Parallels, Fusion, VirtualBox

You would need either Windows version 8.1 or Windows 10 to install.
