Apple Pay - Double-click Home button greyed out'.

On my work's iPhone 6S+, both the double-click Home button on my Apple Pay credit card details and Turn on Wallet in Settings > Touch ID & Passcode > Allow Access When Locked are greyed out.

The iPhone is subject to a policy which disables Passbook. Would this stop me from opening Apple Pay by double-clicking my iPhone's Home button?
