I purchased an Apple watch series 3 with cellular thru TMobile. I want to transfer my service to ATT. Will the cellular still work on apple watch?

Yes, it will - subject to using a supported carrier and a service plan for your iPhone that specifically includes support for the Apple Watch, including the carrier activating the watch on the plan.
