No warranty is only valid in the country of purchase.

It's different for WiFi iPads. iPhones or cellular iPads are usually restricted to service in the country where they were purchased. All other Apple portable devices have an international warranty.

Apple - One Year Limited Warranty - Worldwide

If the product is portable, meaning that it can operate independently without a power cord, you may obtain warranty service worldwide. However, service will be limited to the options available in the country where service is requested. If the product is not portable, warranty service may be restricted to the country where the product is purchased. Service options, parts availability and response times will vary according to country. You may be responsible for shipping and handling charges if the product cannot be serviced in the country it is in.

AppleCare or AppleCare+ may not transfer to another country though. They don't list iPads as receiving "global repair coverage".

FAQ - AppleCare Plus - Apple

AppleCare products for Apple Watch, for Mac, for iPod, and for Apple TV provide global repair coverage. Service will be limited to the options available in the country or region where service is requested. Service options, parts availability, and response time vary by country or region.
