Hmm, I've never heard of telling Siri to call a number.

The normal way is to tell Siri to call a name that corresponds to a name in your Contacts app. Try setting up a contact and give it a name of the number that you want to call.

I don't know either way, I've always said DIAL for numbers and CALL for contacts. A holdover from my Palm phone, I guess.

It should work. I certainly don't do it very often, though. I did just check on my phone and it worked peferctly.

I tested it before my initial reply. It didn't occur to me to say "Dial". Despite my deep attachment to my Palm phones at the time, I seem to have forgotten most of the tricks.
