If your notes are only synced to iCloud and every single one of Apple's servers fails, yes, you'll lose your notes. It's also possible that you could walk out of your house tomorrow morning and be hit in the head with a falling satellite and die. Neither is especially likely.
Instead of asking all these "what if" questions, it would be far more helpful if you could explain what is happening.
