My Safari do not run program that needs cookies or similar

I had to download google chrome and now use different browsers because my safari is not opening my university program that needs the cookies and security allowed. I only could do it with chrome, although it shows in my safari that cookies are already permitted. In the safari setting the cookies are allowed but when the program must run it doesn't allow or not even show the content.
